Football-related domestic abuse incidents in England and Wales reached their highest recorded levels for a men’s major tournament during the 2026 World Cup.
There were 384 domestic abuse incidents reported to the UK Football Policing Unit, higher than each of the past two World Cups and European Championships. Domestic abuse represented 17 per cent of the incidents reported to the UKFPU during the tournament, in which England finished third after losing to Argentina in the semi-final.
Though the UKFPU praised the behaviour of England fans who travelled to the U.S. and Mexico as “exemplary”, with only 22 incidents resulting in police actions, the domestic picture was very different. The total 2,322 incidents reported to the UKFPU during the tournament exceeds every comparator tournament except Euro 2020, which took place in the summer of 2021.

Experts previously explained to The Athletic why there were concerns about a rise in domestic abuse during the tournament.
“Football matches do not cause domestic abuse, but factors associated with big matches, such as increased alcohol consumption and emotions running high, can make existing domestic abuse increase in frequency and severity,” Veronica Oakeshott, head of external affairs at anti-domestic abuse charity Women’s Aid, said in a statement.
Mark Roberts, the National Police Chiefs Council lead for football policing, has called for politicians to take a more rounded view of changes to licensing laws around tournaments, to recognise the consequences for crime.
Venues were allowed to stay open later for England’s knockout-phase matches during the World Cup. For the last-16 victory over Mexico at the Azteca, which was scheduled to kick off at 1am (BST), the decision to extend opening hours until 5am was made with only a few days’ notice.
In a briefing with reporters after the tournament, Roberts raised concerns that more “pavement pints” could lead to “more harm in the home”.
Asked about the reasons for the increase in incidents during the tournament, including the amount of domestic violence recorded, Roberts said: “The football becomes the catalyst for people to go and have excessive alcohol, etc. We see it in night time economies every week, policing gets very used to dealing with it, and alcohol is the principal driver.
“I think some of the licensing approach exacerbated that. We need to reflect on that, take stock, rely on the procedures that we have to support the hospitality trade, but keep the balance right with public safety.
“The NPCC is going to do a lot of work on understanding these issues around domestic abuse, and violence against women and girls. We need to do that analysis, really understand the problem, and then we can look to try and get bespoke solutions in place to tackle it.”
Roberts also highlighted a series of serious incidents that took place across England and Wales after matches with extended licensing hours. After the Argentina match a male was stabbed at a licensed premises, while separately a police station was surrounded by supporters after the match, with bottles and other items thrown at officers and police vehicles jumped on. A man was also stabbed leaving a licensed premises after the quarter-final against Norway.
Before the UK hosts Euro 2028, Roberts said the UKFPU wants to continue the discussion around licensing.
“I have no doubt that organisationally, police wise, it’s (Euro 2028) going to be a really safe tournament and it’s going to be a great event,” Roberts said. “That said, we’re not going to be complacent.
“We’re flagging these issues now because we shouldn’t be formulating a licensing policy 48 hours before the game. We need to have that conversation now, and make sure that we’re really clear, we’ve got good assumptions in place, and then we can work around it.”
