Argentina’s President Javier Milei has signed an emergency decree empowering his government to deny entry to or expel foreigners deemed to incite discrimination or violence against Argentines based on their nationality.
The move follows what many in the country perceived as a wave of hatred after a bruising World Cup defeat.
The measure significantly expands Argentina’s immigration law, enabling authorities to bar, deport, and revoke visas for individuals found to have promoted hatred against Argentines through spoken or written statements, or who have desecrated national symbols.
“In light of recent displays of hostility toward the Argentine Republic and Argentines, the national government reaffirms that the defense of the nation, its citizens and its symbols is non-negotiable,” the president’s office stated. “Anyone who attacks the Argentine Republic is not welcome in our country.”
This decree marks a stark departure for a nation that has historically prided itself on welcoming immigrants.
Argentina’s Constitution explicitly encourages immigration, and for decades, the country has offered foreigners extensive civil rights and relatively straightforward access to legal residency, public education, and healthcare.
Milei’s administration framed the decree as a direct response to weeks of criticism from celebrities, rival fans, and social media users.
This backlash intensified after controversial refereeing decisions during the World Cup fuelled speculation that FIFA had unfairly favored the reigning champions and superstar Lionel Messi.
Condemnations of occasionally aggressive Argentine fans and the team’s roughhousing on the pitch soon broadened into broader attacks on Argentine society, amplifying long-standing criticisms that Argentines view themselves as culturally and economically superior to their Latin American neighbors.
Online petitions calling for Argentina’s expulsion from the World Cup garnered hundreds of thousands of signatures.
The controversy escalated further when Argentine players and staff were involved in a post-match brawl with Spanish opponents after the World Cup final.
FIFA, global football’s governing body, subsequently opened disciplinary proceedings against the Argentine Football Association over the scuffle, alleged racist abuse, and fan misconduct.
Players also faced a FIFA investigation into their parading of a banner asserting Argentina’s claim to the British-controlled Falkland Islands following their semi-final victory over England.
Milei, a close ally of U.S. President Donald Trump, has characterized the torrent of criticism as an “anti-Argentina campaign.”
Last week, he alleged without evidence that the left-wing governments of Brazil and Mexico, along with the U.S. Democratic Party, had financed efforts to stigmatise Argentina and discredit his libertarian government.
These accusations and insults triggered a diplomatic crisis with neighbouring Brazil, which recalled its ambassador to Argentina last weekend.
While Thursday’s decree stipulates that punishments do not apply to ideological disagreement or political, academic, or civic criticism protected under Argentina’s Constitution, it leaves crucial questions unanswered.
It remains unclear how officials will distinguish protected speech from prohibited hate speech, whether immigration authorities will review foreigners’ social media activity, and how aggressively these new powers will be enforced against both tourists and long-term residents.
