The NBA’s investigation into the Los Angeles Clippers and their financial relationships with Kawhi Leonard has taken an important turn.

According to ESPN, league investigators have found no evidence that Clippers owner Steve Ballmer funneled money through team sponsors to Leonard in an effort to circumvent the NBA’s salary cap, according to three people familiar with recent discussions between the league and the organization.

That finding directly addresses one of the most serious theories surrounding the investigation. At this stage, there is no evidence establishing that Ballmer secretly used sponsorship arrangements as a vehicle to provide Leonard with compensation outside his NBA contract.

But the investigation itself is not over.

Instead, the NBA is reportedly concentrating on a narrower question: whether the Clippers’ role in introducing Leonard to companies that did business with the organization could itself violate the league’s anti-circumvention rules.

Two sources told ESPN that investigators are examining whether Los Angeles could face scrutiny for a possible “failure to supervise” employees involved in those relationships. What remains unclear is exactly which league rule such conduct would violate and, if the NBA determines there was wrongdoing, what punishment could follow.

Salary-cap circumvention is among the more serious violations contemplated by NBA rules because it involves providing a player compensation or benefits outside the limits imposed by the collective bargaining agreement. The league therefore has reason to examine financial relationships between players and companies connected to their teams, particularly when sponsorship or endorsement agreements could potentially function as additional compensation.

Teams and their players routinely interact with sponsors and business partners. The central issue for investigators is whether any Clippers personnel crossed the line from facilitating legitimate commercial opportunities into arranging benefits that should have been treated as basketball compensation.

So far, according to the latest reporting, investigators have not established that Ballmer directed money to Leonard through sponsors.

That is an important development for the Clippers owner, who has faced intense scrutiny since questions surrounding Leonard’s outside business arrangements became public.

It does not completely clear the organization.

The league must still determine what role Clippers employees played in connecting Leonard with sponsors, whether those interactions were permissible under NBA rules, and whether the franchise adequately monitored the process.

For now, the investigation appears to have shifted away from the most explosive allegation and toward the Clippers’ internal conduct and oversight.
