San Antonio voters will not get a direct say this November on the city’s planned financial contribution toward a new downtown arena for the Spurs.
The San Antonio City Council voted 6-5 on Monday to reject a proposal that would have placed the city’s planned contribution of up to $489 million on the November 3 ballot. The narrow decision means the arena funding question will not be presented to voters in the upcoming midterm election.
The proposed arena is part of a broader downtown sports and entertainment development commonly referred to as Project Marvel. Current plans call for a roughly $1.3 billion arena at Hemisfair, with the Spurs expected to contribute at least $500 million, the City of San Antonio up to $489 million and Bexar County up to $311 million.
Mayor Gina Ortiz Jones had pushed for a separate citywide referendum, arguing that residents deserved an opportunity to decide specifically whether San Antonio should commit its portion of the financing. Her proposal would have asked voters whether the city should issue or support bonds of up to $489 million, with repayment tied to several revenue streams, including Spurs lease payments, ground rent and revenue generated through designated tax districts.
Opponents of another referendum argued that voters had already weighed in on the broader arena project. Bexar County voters approved the county’s contribution in 2025 through venue-tax funding supported by taxes on hotel stays and rental cars. Some council members viewed that result as sufficient public approval for the overall project, while supporters of the new ballot measure argued that the city’s separate and significantly larger contribution warranted its own vote.
The 6-5 council decision does not itself constitute final approval of every element of the arena financing package. Negotiations over the definitive agreement and funding structure are still continuing, but rejecting the referendum removes a potentially significant political obstacle from the project’s path.
Spurs Sports & Entertainment has supported moving forward under the existing framework and has argued that the proposed development represents a broader investment in downtown San Antonio rather than simply the construction of a basketball arena. The organization has also said it and its development partners would be responsible for cost overruns.
The latest vote therefore shifts the arena debate away from the ballot box and back toward negotiations between the city, county and Spurs.
