Marvel‘s new name and mission for SHIELD is a major misstep for both the agency and its leader, Nick Fury. The organization was dissolved following the 2017 Secret Empire event, after being taken over by a corrupt Captain America variant. However, its new incarnation seems to have gone astray in a major way.

The new SHIELD was first introduced in Captain America #6, by Chip Zdarsky, Delio Diaz, and Frank Alpizar. The opening chapter of the “Doom’s Shadow” storyline found Steve Rogers being recruited to a new squad by Nick Fury. Their mission was to infiltrate Latveria and seize various weapons of mass destruction before they were found by the factions fighting over Doctor Doom‘s nation after his death.

Rogers was reluctant to get involved for several reasons. Chief among them was being wary of dealing with SHIELD following the events of Secret Empire. Another consideration was Nick Fury employing only paid mercenaries rather than career soldiers. He claimed this was to avoid repeating the mistakes that led to the old SHIELD being corrupted. Despite this, Rogers agreed to join the new SHIELD after General Thaddeus “Red Hulk” Ross warned against him helping Fury.

This led to a conflict between Captain America and the Red Hulk, who led his own squad of gamma-powered Hulk soldiers into Latveria to claim it for the United States. It also led to Steve Rogers being knocked into a coma, which brought the Avengers into to conflict despite the warnings of the United Nations. This kicked off the Avengers: Armageddon event and led to a revelation regarding the true purpose of the new SHIELD.

New SHIELD name and mission explained

In Avengers: Armageddon #3 by Chip Zdarsky and Ario Anindito, Black Panther confronts Nick Fury over something he discovered after UN peacekeepers joined the fight against Red Hulk. The UN was employing a biological weapon that negated the Hulk soldiers’ healing factor. T’Challa determined this was based on research the old SHIELD had conducted into finding a way to permanently kill the Hulk rather than help Bruce Banner control it.

Rather than deny the implications, Nick Fury explained this was in accord with his new mission. The new SHIELD was an acronym for “Strategic Human Intelligence, Enforcement and Logistic Defense.” While no longer working with the UN, the new agency was sponsored by several nations tired of superhuman interference in their affairs. To that end, Fury was turning the organization toward solving humanity’s problems without involving costumed vigilantes.

Marvel’s new SHIELD repeating past mistakes

On the one hand, the foundation of the new SHIELD makes sense regarding recent events. Mutants tried to once again establish their own recognized nation, with an amnesty for Mutant terrorists guaranteed. Vampires tried to take over the world in 2024’s Blood Hunt. Doctor Doom successfully managed that task in 2025’s One World Under Doom. Given all that, and the collateral damage caused by superheroes in response, it makes sense that governments would demand accountability.

However, Nick Fury leading this push seems horribly out of character. Beyond that, initiatives founded on fighting or controlling superhumans in general have never worked. This fact is consistent, even ignoring the many anti-Mutant organizations from the X-Men comics. The original 2006 Civil War is a prime example of this. Those same organizations inevitably became corrupted, like the old SHIELD, whatever good intentions they might have had originally. Even if Fury had lost faith in heroic superhumans, it seems unlikely he would ignore that history.
