Словакийн зохицуулагчид цахим тоглоомын салбарын зохицуулалтыг шинэчилнэ

Словакийн Мөрийтэй тоглоомын зохицуулах газар (ÚRHH) цахим спорт болон видео тоглоомын салбарт өсөж буй залуу үеийнхэнд зориулсан шинэ бодлого боловсруулах судалгааны ажлыг эхлүүллээ.

Словакийн Мөрийтэй тоглоомын зохицуулах газар (ÚRHH) уламжлалт мөрийтэй тоглоомын дүрэм журам нь өнөөгийн цахим спорт, “gacha” төрлийн тоглоом болон дижитал худалдаанд суурилсан Gen Z үеийнхний хэрэглээнд нийцэхгүй байгааг хүлээн зөвшөөрөв. Тус байгууллага Трнава дахь Гэгээн Кирилл, Мефодийн их сургуулийн Дижитал тоглоомын тэнхимтэй хамтран “Аюулгүй дижитал ирээдүй” санаачилгыг эхлүүлж, шинэ бодлого боловсруулахад шаардлагатай бодит нотолгоо, судалгааг цуглуулж байна.

Өнөөгийн залуу үеийнхний хувьд Counter-Strike 2 болон League of Legends зэрэг тоглоомын тэмцээн үзэх, тэдгээр дээр бооцоо тавих хоёрын хоорондох ялгаа бүдгэрчээ. Тоглоом доторх “loot box” буюу эд зүйлс хожих хайрцаг, CS2-ын зэвсгийн арьс (skin) арилжаалах, эсвэл VCT тэмцээний үеэр шууд бооцоо тавих нь тэдний хувьд энгийн тоглоомын соёлын нэг хэсэг болсон байна. Энэхүү эрсдэлтэй үйлдлүүд нь залуу тоглогчдыг албан ёсны бооцооны газарт очихоос өмнө мөрийтэй тоглоомын зуршилд дасгаж болзошгүй гэж зохицуулагчид болгоомжилж байна.

ÚRHH-ийн Ерөнхий захирал Либуша Барановагийн үзэж буйгаар, технологи нь залуучуудын амьдралын салшгүй хэсэг болсон тул хуучирсан дүрэм журам үр дүнгээ өгөхөө больжээ. Тиймээс тоглоомын дизайн, сэтгэл зүйн өдөөгч хүчин зүйлс болон мөнгө олох загваруудыг судалдаг эрдэмтэдтэй хамтран ажиллах нь илүү үр дүнтэй гэж үзэж байна. Энэхүү судалгаанд суурилсан санаачилга нь видео тоглоомын үндсэн онцлог шинжүүдийг хориглохгүйгээр, цахим спортын бооцооны салбарт зохистой хязгаарлалт тогтоох зорилготой юм.

If you thought understanding Gen Z was just about keeping up with TikTok trends and deep fried memes, try being a government regulator attempting to write laws for them. The Slovak Gambling Regulatory Authority, known locally as ÚRHH, has recognized that traditional rules designed for physical slot machines do not make sense to a generation raised on gacha games, esports, and digital trading.

Rather than taking wild guesses in a boardroom, Slovakia’s gambling regulator is launching its “Safer Digital Future” initiative. They signed a formal memorandum of cooperation with the Department of Digital Games at the University of St. Cyril and Methodius in Trnava to gather actual, hard evidence before drafting new policies for Gen Z and Gen Alpha.

The Blurred Line Between Video Games and Esports Wagering

The biggest reason regulators are calling in the academics boils down to one major issue: video games and esports betting have basically merged into the exact same ecosystem.

For a generation that grew up watching tier-one Counter-Strike 2 tournaments and League of Legends majors, the path from casual viewer to active bettor is practically a straight line. Modern game mechanics like loot boxes, randomized card packs, CS2 skin betting, and live esports match wagering look and feel eerily similar to traditional casino products. Drop ten bucks on a randomized digital chest, trade a rare weapon skin on a third-party site, or throw a live parlay on a VCT match, and it all feels like normal gaming culture.

The ÚRHH is worried that constant exposure to these chance-based mechanics is normalizing risk-taking habits long before young players ever set foot near a legal sportsbook.

Getting Ahead of the Digital Esports Curve

Libuša Baranová, the Director General of ÚRHH, pointed out that technology is not just a tool for younger generations, it is the actual environment where they build their social lives and identities. Because the line between gaming, watching esports, and placing a wager is essentially nonexistent for Gen Z, static, old-school regulations simply fall flat.

By teaming up with university researchers who spend their time studying game design, psychological triggers, and monetization models, the regulator hopes to stay one step ahead. The goal is to build evidence-led prevention programs and establish smart guardrails for esports betting and digital gaming without accidentally banning basic video game features or stifling the local competitive scene.

Slovakia is essentially creating a research blueprint that the rest of the European Union will likely be watching closely. As competitive gaming and esports sportsbooks continue to dominate young audiences, relying on actual research rather than moral panic might be the smartest move a regulator has made in years.
