Уг шийдвэрийн хүрээнд ОХУ-ын 3,000 орчим иргэн болон хуулийн этгээдэд тавьсан хоригийг дахин гурван жилээр сунгахаар болжээ. Хориг арга хэмжээг батлахын тулд ЕХ-ны гишүүн орнуудын бүрэн санал нэгдэл шаардлагатай байдаг бөгөөд өмнө нь энэхүү жагсаалтыг зургаан сар тутамд шинэчлэн хэлэлцдэг байв.
Энэхүү шийдвэрийг гаргах үйл явц хүндрэлтэй байсны эцэст Латви улс эсэргүүцлээ зогсоосноор эцсийн тохиролцоонд хүрсэн байна. Франц улс энэ сарын эхээр үндэсний аюулгүй байдлын шалтгаанаар ОХУ-Узбекистаны гаралтай металлургийн магнат Алишер Усмановыг хоригийн жагсаалтаас хасах санал гаргасан нь бусад гишүүн орнуудын хувьд гэнэтийн үйл явдал болсон юм.
Үүний дараа Люксембург улс Михаил Фридманыг жагсаалтаас хасахыг шаардсан байна. Тэрбумтан Михаил Фридман нь өөрийг нь хоригт оруулсантай холбоотойгоор Люксембург улсын эсрэг 16 тэрбум ам.долларын нэхэмжлэл гаргаад байгаа юм.

EU envoys agreed to dropbillionaires Alisher Usmanov and Mikhail Fridman from its Russian sanctions list and to roll over the remaining 3,000 individuals and entities for another three years, EU diplomats said on Tuesday.
EU envoys had earlier agreed to remove the Usmanov and Fridman in exchange for a three-year renewal, but Latvia was the last hold-out in an unusually fraught process.
Sanctions require unanimity among EU countries to be approved. In the past,Russia designations were up for renewal every six months.
France surprised other EU members earlier this month when it pushed forUsmanov, aRussian-Uzbek metals tycoon, to be removed from EU sanctions, citing national security concerns.
Luxembourg then demanded the same treatment for Fridman, who has launched a $16 billion claim against the country.
