Brazil’s betting shutdown has moved from a licensing fight to a jobs crisis: more than 3,500 workers have already been laid off since 25 September. A partial survey by the National Association of Games and Lotteries (ANJL), based on data from betting operators, puts the immediate human cost alongside a wider disruption for the companies and services around sportsbooks.

That wider ecosystem is the bridge for esports betting readers. The workforce includes more than sportsbook staff: the ANJL describes connected roles in payments, marketing, compliance, agencies, affiliates and specialist media. The losses therefore reach parts of the commercial network that helps betting platforms operate and attract customers, even as the measure’s legal future remains unsettled.

The workforce numbers are already stark

According to the partial ANJL survey, the reported 3,500-plus layoffs represent 23% of the sector’s workforce. The count covers dismissals and contract terminations since the Brazilian government announced Provisional Measure 1.394 on 25 September; the primary report says the measure banned licensed sportsbooks from operating in the country.

There is a critical distinction between those completed job losses and the 4,167 employees currently on collective furlough. Furlough means workers have been placed on leave together; it does not mean they have already been dismissed. Adding the two groups together as if every person had lost a job would inflate the confirmed layoff figure.

The forecast is grim, but it remains a forecast. ANJL projects that layoffs could reach 5,600 within 90 days, equivalent to 37% of the sector’s workers. That would mean substantially more people losing their jobs, not 5,600 layoffs already completed.

The survey is partial, so these numbers are an early measure rather than a final census of the damage. They are based on information supplied by operators, and the reporting does not establish that every affected supplier, affiliate or media company is included in the tally. Even with that limitation, more than 3,500 reported layoffs make the immediate employment shock difficult to dismiss.

The 4,167 furloughed employees are the part of the tally most exposed to what happens next. The ANJL says the wait for the Supreme Federal Court to decide a preliminary injunction could turn some of those temporary absences into permanent layoffs. That is a risk identified by the association, not a settled outcome.

The ANJL and the Brazilian Institute of Responsible Gaming have filed a case at the court seeking to overturn the measure. The relevant lawsuits are under the rapporteurship of Justice Luiz Fux, according to the primary report. Until the court addresses the request to suspend the measure, employers and workers are left facing uncertainty over whether furloughs will end in a return to work or a termination.

For betting users, legal uncertainty has already become part of the Brazilian market story, alongside questions about which platforms remain accessible. The country’s licensed betting shutdown is the immediate backdrop to these employment figures; the jobs data adds a measure of the disruption beyond access to betting itself.

The impact reaches beyond sportsbook offices

The ANJL’s description of the betting industry is broader than operators alone. It includes payment processors, technology, customer service, marketing, compliance, agencies, affiliates and specialised media. When licensed sportsbooks stop operating, the consequences can travel through that network, although the available survey does not break down how many reported layoffs came from each category.

That matters to a gaming audience because the commercial side of betting is not confined to the brands on a screen. Affiliates and specialist media, for example, sit between platforms and the audiences they hope to reach. The primary report identifies those fields as part of the industry, but does not provide separate esports-sector job figures or establish a specific number of esports sponsorships affected. Claims beyond that would be guesswork dressed up as a stat line.

The distinction also matters when comparing employment losses with the wider regulatory dispute. A shutdown can have consequences for connected businesses without every role disappearing at once, just as furlough is not the same as dismissal. The ANJL survey captures a serious immediate hit, but the numbers still describe different stages of disruption: layoffs already carried out, workers on leave and a projection of future cuts.

So the confirmed employment picture is more than 3,500 layoffs, with another 4,167 people on collective furlough. ANJL’s estimate of 5,600 layoffs within 90 days is the warning, not the final score. The next decisive marker is the Supreme Federal Court’s consideration of the injunction request, which could determine whether some furloughed workers return or join the growing number already out of work.
