Brazil’s online betting ban was followed by a sharp rise in detected unauthorized domains: Bet Legal counted 295 by 6 p.m. Friday, when President Luiz Inácio Lula da Silva announced the prohibition, and 710 by 7:10 p.m. Sunday. The platform described that as a 141% increase in two days, a jump that points to a daunting enforcement workload, not proof that hundreds of new operators suddenly arrived.
For esports bettors, the issue is bigger than a licensing dispute: if legal options disappear, finding a trustworthy place to bet on a match could get a lot murkier. Brazil had moved from opening the door to fixed-odds sports betting in 2018 to establishing a fuller licensing and compliance framework at the end of 2023, before this abrupt reversal. A domain count is not an operator count
Bet Legal identified 415 new illegal betting sites after publication of Provisional Measure 1,394. Its reported daily figures need to be read carefully: 294 sites were reported as created on Saturday, while the broader count of identified domains climbed from 295 on Friday evening to 710 by Sunday evening. One company can operate dozens of variations of a domain, so the figures do not map neatly onto individual businesses.
Bet Legal works with Iron Security, a cybersecurity and artificial-intelligence company. Its system cross-references Brazil’s federal and state official gazettes with notices sent to Anatel, the country’s telecommunications regulator, then checks connectivity, secure protocols and record ownership. That approach can surface domains at scale, but it also underscores the cat-and-mouse problem: spotting an address is only the opening move.
The challenge predates the latest spike. Between January 1 and September 22, the Secretariat of Prizes and Bets forwarded 57,691 web addresses to Anatel for restriction, according to figures attributed to Poder360 in the source report. After the provisional measure took effect, government ministries said they took down 506 websites suspected of offering unauthorized gambling. Authorities also found 43 Telegram channels and groups promoting illegal betting, with more than 212,000 members combined.
The black market gets a potential opening
The National Association of Games and Lotteries (ANJL) warned that prohibition does not eliminate clandestine betting; those platforms operate outside the same regulatory obligations and oversight. ANJL president Plínio Lemos Jorge said the growth of illegal online betting was expected and argued that a ban on legal options could push bettors toward those sites. Those are industry claims, but the domain figures give the enforcement concern a very real scoreboard.
ANJL also claims the government is giving up billions in revenue and pushing more than 30 million bettors into illegal gambling. That number should be treated as the association’s argument, not an independently verified count. The commercial stakes extend beyond operators: Brazil’s regulatory shift has implications for betting suppliers pursuing the region, including Betby’s partnership with Virbra, while enforcement gaps could complicate the regulated-market opportunities behind esports betting growth in South America.
Enforcement is now the real endgame
The government says its joint effort with partner agencies is intended to shrink the space available to illegal platforms. The provisional measure is in force, but it must still be approved by Congress to become permanent. Separately, supplementary reporting says ANJL and the Brazilian Institute for Responsible Gaming have asked the Supreme Federal Court to suspend the measure, while another industry group filed its own constitutional challenge.
For anyone betting on esports, the practical lesson is simple: a site being reachable does not make it licensed or safe. Brazil’s authorities now face the less glamorous, much harder part of the playbook: turning takedowns and domain lists into sustained enforcement, while keeping bettors from being funnelled toward operators beyond the regulator’s reach.
