Ontario’s Alcohol and Gaming Commission (AGCO) has penalized Score Media and Gaming, operator of theScore Bet, CAD 200,000 after it failed to honor two cash-out offers accepted by a bettor. The company can request a hearing before the Licence Appeal Tribunal within 15 days, but the case already makes one point clear for anyone following sports or esports betting: a cash-out displayed to a player cannot simply evaporate when they accept it.

The AGCO said the conduct breached Ontario’s player-protection standards. Under Standard 4.07, gaming information must not mislead players by describing outcomes or prizes that cannot actually be achieved; the regulator also stressed that its penalty is separate from any other routes the affected player may have to resolve an individual dispute.

That matters beyond one sportsbook and one parlay. Cash-out controls are part of the player-facing product, not decorative numbers on a screen, and the same basic compliance principle is relevant to anyone tracking regulated wagering platforms, including those offering esports markets. Ontario has also drawn firm lines around betting promotions and operator obligations, as shown by its provincial restrictions on gambling promotions.

Two accepted offers, one losing parlay

The incident began on March 14, 2025, when the bettor placed a CAD 1,000 multi-leg parlay covering NHL, NBA and NCAA basketball games scheduled that day. Correctly predicting every result could have returned more than CAD 1 million. After all but one leg succeeded, theScore offered CAD 380,000 to settle the wager early.

The player accepted, but theScore did not honor the offer, citing changing odds. It then presented a second cash-out of CAD 100,000, which the bettor also accepted; that offer was not honored either. The final leg lost, leaving the player with nothing from the bet. The AGCO registrar found that neither offer was achievable as presented.

For bettors, the distinction is stark: an unsuccessful parlay is ordinary risk, but an accepted cash-out offer that cannot be completed is a different problem. Regulated operators are expected to present opportunities accurately and be able to honor them as described. Ontario’s broader regulated betting framework also governs operators serving the province, including platforms with potential esports offerings.

The penalty is not the player’s payout

The AGCO imposed the CAD 200,000 penalty on Score Media and Gaming. Dr. Karin Schnarr, the AGCO’s chief executive officer and registrar, said operators must ensure the gaming opportunities they show players are accurate and can be honored as presented. The regulator characterized the action as accountability for failing to uphold a commitment and misleading players about an available gaming opportunity.

The sanction does not itself award the bettor either cash-out amount. The AGCO said its enforcement action is separate from other avenues available to players seeking resolution of individual disputes, so the penalty and any personal remedy are distinct questions. Similar player-protection obligations have featured in other betting-operator compliance cases.

A hearing window, but no confirmed next move

Score Media and Gaming can request a hearing before the Licence Appeal Tribunal within 15 days. The supplied information does not establish whether the company will challenge the penalty or whether the bettor will pursue a separate resolution. For players, the practical lesson is less dramatic than a million-dollar parlay and more important: the number offered at cash-out should be a real, executable offer.
