An executive order signed this month that scales back the U.S. childhood vaccination schedule was driven by President Donald Trump’s frustration that his administration was not moving fast enough to tackle what he views as a probable contributor to autism, according to administration officials.

Privately, five current and former officials acknowledge that the directive does not fundamentally transform U.S. immunization policy on its own. They note it will neither fulfill Trump’s demands nor fully satisfy the “Make America Healthy Again” political base aligned with Health Secretary Robert F. Kennedy Jr.

Instead, Kennedy and his supporters are prioritizing a series of agency studies the health secretary initiated last year.

Those projects examine what they contend are the inherent dangers of immunizations, including a potential link to autism—concerns that medical experts and scientists emphasize have been thoroughly disproven by extensive research involving millions of children over many years.

“No one wants to see this get done with an executive order. Robert F. Kennedy Jr. knows ​that will not be a lasting change if it’s not backed up by credible science,” said Del Bigtree, a longtime ally of Kennedy and chief executive officer of Informed Consent Action Network, an organization that has consistently raised questions regarding vaccine safety.

“This is only the beginning of a process that had to happen.”

Neither the White House nor the Department of Health and Human Services offered specific details on what prompted the order.

However, White House spokesman Kush Desai said in a statement that Trump was taking action on behalf of “countless parents (who) have had their questions and concerns ​about America’s childhood vaccine schedule ignored if not outright mocked.”

HHS spokeswoman Grace Davis Jamison confirmed the department’s ongoing research projects. “We are pursuing dozens of studies and analyses using some of the nation’s largest ​health datasets to uncover the root causes of America’s chronic disease epidemic,” Jamison said in a statement.

Leading medical associations caution that Trump’s order will sow further confusion and increase vaccine hesitancy among American families, ultimately leaving more children exposed to preventable illnesses.

Public health advocates worry that Kennedy’s push for safety reviews is designed to reach a predetermined conclusion that inoculations pose greater hazards than the diseases they are designed to prevent.

Trump’s directive mandates lowering the recommended federal childhood immunization schedule from 17 shots down to 11.

It also calls for unbundling the combined measles, mumps and rubella (MMR) vaccine into three separate doses—an adjustment pharmaceutical manufacturers say could take years to accomplish—and instructs the Justice Department to challenge state-level vaccination mandates for school entry.

Kennedy previously introduced a similarly reduced immunization schedule in January, bypassing standard government procedures for altering vaccine policy.

In March, a federal judge enjoined those changes, ruling that health regulators had acted unlawfully in advancing the health secretary’s agenda. The administration remains bound by that court ruling as it pursues an appeal.

Kennedy, who has spent decades promoting anti-vaccine views, promised a sweeping overhaul upon becoming Trump’s top health official. Shortly after assuming office in early 2025, he announced that his department would investigate the factors behind rising U.S. autism rates and re-evaluate the safety of childhood inoculations.

Yet Kennedy’s self-imposed timelines for providing answers on autism—initially set for September of that year and later moved to March 2026—passed without any new findings. In recent months, Trump has repeatedly pressed Kennedy to fulfill his commitments on autism during Oval Office discussions and frequent phone conversations.

That pressure mounted even as the president’s political advisers cautioned the health secretary early this year against speaking publicly about vaccines in the lead-up to November’s midterm elections, advice Kennedy adhered to.

Nevertheless, current and former officials say Trump remained fixated on decreasing the number of inoculations American children receive. Officials added that Trump and Kennedy have held extensive discussions about identifying potential treatments and a “cure” for autism.

These private tensions boiled over during a televised cabinet meeting at Camp David on July 31. Trump asked Kennedy: “How are you doing on the autism research?” Kennedy ​replied: “We will have an answer ⁠for you.”

That public exchange clearly signaled to White House and health department aides that swift action was required, according to three senior administration officials. One official noted that Trump’s executive order on vaccines was hastily put together over the summer.

Since the cabinet meeting, there has been a notable “tide shift” in discussions surrounding vaccines, according to one official, who noted that “Trump and Kennedy are more synced up than they have been all year.”

The research projects overseen by Kennedy are assessing whether the MMR vaccine induces unintended alterations in the immune system—a theory rejected by scientists—as well as potential links between childhood immunizations and autism diagnoses, possible connections to autoimmune conditions, and the effects of thimerosal, a compound removed from childhood vaccines more than two decades ago.

Much of this analytical work relies on federal health databases that medical experts warn can easily be misused or misinterpreted if not analyzed correctly. The investigations are expected to require months or longer to complete, further fueling Trump’s ongoing frustration, according to two officials.
