If you have ever backed a Brazilian roster through a Brazilian-licensed sportsbook, that betting slip has an expiration date now. President Luiz Inácio Lula da Silva has signed a provisional measure banning the operation of online betting sites across Brazil, effective immediately, with every licensed platform required to go fully dark by 6 October.
That matters well beyond football and casino verticals. Brazil’s regulated market, barely off the ground, had established a licensed framework for online betting. A blanket shutdown of licensed sites removes that entire distribution channel overnight, regardless of which sport the odds were actually on.
The measure bars operators from accepting any new customer deposits from the moment it was published. Bettors have until 5 October to pull their balances manually, and Brazil’s Minister of Finance, Dario Durigan, laid out the mechanics of what happens if they don’t.
The teardown timeline
Durigan was tasked with announcing the decision and walked through the schedule operators now have to follow, bank partners included:
- Now to 5 October: Bettors withdraw balances manually from platforms.
- 6 October: All licensed websites and apps go offline nationwide.
- 7-8 October: Operators consolidate remaining customer balances by tax ID (CPF).
- 9-14 October: Operators must refund those balances in full, even to users who never initiated a withdrawal.
- From 14 October: The state-owned Caixa Econômica Federal steps in if operators or their banking partners hit snags.
Lula framed the decision around gambling addiction and family debt, and also took aim at how dependent Brazilian sports teams had become on betting sponsorships. Durigan echoed that reasoning, saying prior safeguards from the Secretariat of Prizes and Bets had proven ineffective at curbing harm.
Almost 90 licensees, one very expensive exit
Nearly 90 companies held Brazilian betting licences, each having paid BRL30 million (roughly $5.8 million) for the privilege. That group is expected to pursue legal action over the return of funds, reimbursement for investment already sunk into the market, and compensation for lost profit – the same kind of commercial exposure that hit international groups whose earnings took a hit, as one major operator’s profit drop already showed earlier this year.

Trade bodies wasted no time hitting back. The National Association of Games and Lotteries warned the ban would wipe out billions in tax revenue and thousands of jobs while pushing bettors toward unregulated sites, and said it was already pursuing legal action to overturn the measure in court. The Brazilian Institute of Responsible Gaming echoed the concern, arguing the shutdown undermines the very formalisation and control the licensing regime had only just begun to deliver.
What happens next
Alongside the provisional measure, the government plans to send Congress an urgent bill establishing criminal penalties of four to six years’ imprisonment for anyone running, operating or promoting sports betting, with two to four years for payment processors. Whether courts stay the ban before 6 October, and how many of those 90 licensees actually get their money back, is the part still very much up in the air.
