Gaming livestreams and social media are now among the channels at the centre of Finland’s illegal gambling marketing crackdown. The National Police Board says the Finnish Gambling Administration had issued four prohibition decisions and six conditional fines by mid-2026, with corporate penalties reaching €1.2 million.

That figure matters to betting companies, influencers and affiliates using digital platforms to reach Finnish audiences. The reported cases concern promotions for unauthorised gambling services in mainland Finland; the available information does not say that any esports team, sponsor or affiliate was fined.

A market preparing to open its doors

Finland currently operates a national-monopoly system, with Veikkaus Oy identified as the sole authorised gambling marketer on the mainland. The monopoly is due to end when the country opens its gambling market to operators in July 2027, putting the current enforcement figures alongside a major shift in the market’s structure.

The National Police Board has also reported receiving 75 applications for the liberalised market, up from 50 in June. For esports organisations and commercial partners, the transition makes the distinction between licensed activity and unauthorised promotion especially relevant; unlicensed gambling sponsorships have already drawn scrutiny in esports.

The rules reach streams, socials and websites

The prohibition decisions and conditional fines address promotions distributed through websites, social media and live-streaming platforms. The National Police Board describes gambling marketing broadly, covering advertising and other sales-promotion activity intended to increase demand for gambling.

Conditional fines for companies ranged from €100,000 to €1.2 million, while those issued to individuals ranged from €30,000 to €200,000. Those are amounts attached to prohibition orders, not necessarily sums already collected: where individuals failed to comply with bans, payments gathered so far were between €20,000 and €100,000.

The board said illegal marketing had notably increased on digital platforms, particularly social media and gaming livestreams, where influencers and operators can direct Finnish consumers towards unauthorised services. Juhani Wallinvirta, head of group at the National Police Board, explained that conditional fines are intended to bring marketing to an immediate and effective stop, and to secure compliance with prohibition decisions rather than punish activity.

Promotion can carry risk beyond the operator

The board’s concern is that marketing does more than inform people about gambling options: it can raise awareness and demand, and encourage people to start or continue playing. That puts the focus on the promotional route as well as the gambling service itself, a distinction that matters when campaigns travel through creators’ channels or livestreams.

For esports audiences, the report is a reminder that an advertising decision can involve more than an operator’s own website. Gambling advertising compliance has also become a live issue in esports, where influencer promotions and site banners can place marketing in front of fans.

Finland’s reported figures cover enforcement through mid-2026. The next major market milestone is July 2027, when the planned liberalisation is set to take effect.
